Disasters such as wildfires, floods, and earthquakes can disrupt everyday life at any moment, forcing people to leave their homes. Beyond immediate evacuation, disaster-affected individuals need safe places to stay until they can return home. However, existing disaster response systems mainly focus on emergency alerts, safety guidelines, and evacuation shelters, leaving gaps in post-evacuation housing support. SHELO is a disaster shelter-sharing app designed to address this gap. The project involved analyzing disaster cases, response systems, existing apps, and temporary housing services, followed by a survey of 142 participants and in-depth interviews with 12 individuals, including disaster survivors, those without disaster experience, and potential shelter providers. The research identified key needs: livable temporary spaces, real-time availability, detailed facility information, rapid connections, and reliable verification and safety systems. Based on these findings, SHELO connects disaster-affected individuals with available spaces such as vacant homes, community centers, and guesthouses. Users can check location-based disaster alerts, explore nearby shelters through maps and personalized recommendations, and compare distance, capacity, availability, facilities, and photos. After identity and disaster impact verification, they can apply for a stay. Providers can register spaces and approve applications, while shelter rules and issue-reporting features help protect both parties. By extending disaster response from evacuation to temporary stays, SHELO aims to build trusted connections between people and spaces, supporting a safe and stable return to everyday life.
